Title III

Southeastern Illinois College was awarded Title III grant funding in October 2021. The Title III Part A Strengthening Institutions Program helps eligible institutions of higher learning to become self-sufficient and expand their capacity to serve low-income students by providing funds to improve and strengthen the academic quality, institutional management, and fiscal stability of those higher institutions that have received funding. The grant is roughly $2.2 million over the span of 5 years, awarded by the U.S. Department of Education. This five-year grant allows Southeastern Illinois College to enhance student success through academic coaching, student retention, additional tutoring, and the implementation of a Writing Center and Mathematics Lab.

Dr. Tyler Billman, Project Director

  • Administers and coordinates the management of the Title III initiatives and budget
  • Ensures compliance with all institutional, state and federal regulations and guidelines
  • Monitors project budget to ensure that resources are used efficiently and responsibly
  • Oversees hiring of Title III staff
  • Facilitates continuous data collections and evaluation for improvement and reporting

  • Coordinates services provided in the Student Success Center.
  • Develops, organizes, administers, and promotes the programs of the Student Success Center, including the writing center and Math lab.
  • Contributes to the overall success of the Student Success Center, including active engagement with student activities.
  • Supervises faculty and staff in the Student Success Center.
  • Organizes and communicates to facilitate the timely implementation of all Title III initiatives.

Todd Spellman, Success Coach

  • Provides individualized guidance and ongoing feedback to students who seek assistance through the Student Success Center
  • Helps students with time management skills, meeting deadlines, prioritizing commitments, study skills, test taking, and task analysis strategies
  • Monitor student progress and assist in the development of ways to engage students fully in the learning progression
  • Assists with Starfish retention data and tracking
  • Communicates with instructors, academic advisors, division chairs, and other internal programs and external agencies to provide participants with needed support and evaluation
  • Teaches EMP 112 Student Skills Development for all competitive team students

Damon Whitt, Student Information Technology Specialist

  • Assists in the development of new technologies that will assist in the development of student progress tracking
  • Provides support and training to users on newly developed systems.

Dallas Fricker, Administrative Assistant

  • Provides support services for Title III professional staff, including Project Director, Learning Enhancement Coordinator, Success Coach, Student Information Technology Specialist, tutors, and faculty.
  • Assist with needed research using administrative software tools to provide necessary data for reporting needs, both internal and external, concerning the Title III activities.
  • Provide technical support in the preparation of report documents to meet both internal and external requirements, including the Annual Performance Report for Title III for the DOE.
